      Each area scores 0 to 100. At 70 an area is ready to support a confident decision; below it, the risk or cost is not yet visible enough.

      Ranges, not false precision

      Each "Not sure" widens your range instead of being guessed. If too much is unknown, we say so. The unknowns are the finding.
